THE CONCEPT OF AMENDING THE ELECTORAL AND RELATED LEGISLATION – UNDER DISCUSSIONS BY RELEVANT STAKEHOLDERS IN THE REPUBLIC OF MOLDOVA

Promo-LEX Association, member of the Civic Coalition for Free and Fair Elections, in partnership with the Central Electoral Commission (CEC), organised a series of discussion workshops based on the proposals of amending the electoral and related legislation, presented by CEC on 4 February 2022. At the same time, Promo- LEX experts have developed and presented several policy documents on the stringent issues in electoral law.

The workshops were organised within the project „Advocacy for a new Electoral Code in Moldova”, implemented with the financial support of the European Union and the International Organisation of La Francophonie. The workshops are intended to encourage representatives of the electoral authority and relevant institutions, political parties, civil society organisations and other stakeholders to engage actively in the review of the subject-matter law.

In this regard, six online discussion workshops were held during 2 – 30 March 2022 and gathered 389 representatives of authorities (CEC, Parliament), political parties, civil society, experts and media.

During the workshops, participants have discussed subjects related to the review of the law on the political parties; reforming the system of electoral bodies; improving the legal provisions regarding the establishment and operation of polling stations abroad and for voters residing in localities from the left bank of Nistru River; review of the nomination and registration of candidates procedures; regulation of the electoral campaign in terms of the status of observers and media coverage of the election campaign, funding of political parties and electoral campaigns, and legal procedures in elections.

Another two events are planned to take place in April 2022, and will focus on topics related to the electoral procedures and initiation and conduct of referenda.
