EcoVoucher: The European Union supports another 3,000 families in Moldova to purchase energy-efficient appliances

The Appliance Voucher Program will launch a new round starting on March 30, 2026, financially supported by the European Union and aimed at approximately 3,000 families in the Republic of Moldova.

The EcoVoucher Program offers households the opportunity to reduce electricity consumption and costs by replacing old appliances with new, energy-efficient equipment. The initiative is part of the joint efforts of the Government and the European Union to improve energy efficiency in the residential sector and to promote more sustainable and responsible energy consumption.

Through this program, vulnerable consumers will benefit from lower electricity bills by using more economical and energy-efficient equipment.

“Since its first editions, the EcoVoucher Program has demonstrated, through concrete figures, results with real impact. We are observing direct effects – citizens are taking energy efficiency and the real impact of energy consumption on household budgets into account when making purchasing decisions. The savings recorded since the program’s launch exceed initial expectations and confirm the positive impact of this mechanism on family budgets, which will continue in 2026,” said Ion Muntean, Director of the National Center for Sustainable Energy.

With an estimated total budget of 1 million euros, the current round of the EcoVoucher Program is funded by the European Union through the “Energy Efficiency and Renewable Energy in the Republic of Moldova” (E4M) project, implemented by GIZ.

By facilitating access to modern and energy-efficient appliances, this programme contributes to reducing energy consumption, lowering household costs, and decreasing carbon dioxide emissions, thus supporting the creation of a greener and more resilient future for the Republic of Moldova. Behind every voucher is a household that will consume less energy and pay lower bills,” stated Iwona Piórko, Ambassador of the European Union to the Republic of Moldova.

In this edition, vouchers will be primarily allocated to families with the highest number of children and to individuals over 63 years old. At the same time, a new category of beneficiaries has been introduced: 10% of the total number of available vouchers will be allocated to persons with severe disabilities, selected based on the specific needs of their households.

“This program shows that energy efficiency works best when it is simple and accessible. Together with our partners, we are building solutions that reduce energy consumption, ease pressure on household budgets, and support Moldova’s long-term energy resilience, ” stated Viorel Albu, implementation manager in GIZ Moldova.

Beneficiaries will be able to use vouchers worth 6,000 MDL, covering up to 70% of the cost of appliances (but not exceeding the voucher value), for the purchase of refrigerators (including those with integrated freezers) and washing machines. Each appliance purchased under the program must meet energy efficiency criteria and European Conformity (CE) standards.

To be eligible, beneficiaries must be registered in the “Energy Vulnerability” information system. They will be notified via SMS or email about voucher availability and will be able to access them through the platform compensatii.gov.md. To redeem the voucher, beneficiaries must hand over an old appliance of the same type.

Data from the National Center for Sustainable Energy shows that since the program’s launch, 40,033 large appliances have been replaced. Over their entire lifetime, the generated savings exceed 6.5 million kWh, equivalent to more than 24 million MDL. It is estimated that the more than 40,000 appliances installed since the beginning of the program will generate annual savings of approximately 8.15 million kWh, equivalent to around 30.1 million MDL.

The EcoVoucher Program was developed by the Government of the Republic of Moldova with the support of the European Union. This edition of the Appliance Voucher Program is implemented by the National Center for Sustainable Energy within the project “Energy Efficiency and Renewable Energy for Moldova” (E4M).
