Energy Efficiency and Renewable Energies in the Republic of Moldova

Project Description
The “Energy Efficiency and Renewable Energies in the Republic of Moldova” project supports Moldova’s transition toward a sustainable and energy-efficient future by strengthening energy solutions at the national, municipal, and household levels.

At the national level, the project assists the Ministry of Energy in shaping policies and strategies that drive Moldova’s green transition. This includes enhancing energy efficiency (EE) and expanding renewable energy (RE) to reduce reliance on imports and improve resilience.

At the household level, in partnership with the EU, Norway, and Denmark, the National Center for Sustainable Energy (CNED) is supported in implementing energy solutions that lower monthly costs and improve living conditions in residential homes and apartments. This includes financial and technical assistance for energy-efficient refurbishments and appliance upgrades.

At the local level, municipalities and frontrunners are empowered to leverage national support policies and promote sustainable energy solutions within their communities. A key initiative is the establishment of the Learning Energy Efficiency Network (LEEN), which facilitates knowledge exchange and capacity building to scale up EE measures across Moldova.
Specific Objective
- Strengthen the mandate of the Ministry of Energy to develop and implement effective policies for EE and RE, aligning with Moldova’s energy security and climate goals.
- Improve the capacities of the National Center for Sustainable Energy (CNED) to manage EE and RE programs, ensuring efficient fund allocation and implementation.
- Provide targeted support for Local Public Authorities to integrate national energy policies into local strategies and implement sustainable energy measures.
- Ensure financial support for national EE programs to make energy-efficient refurbishments and upgrades accessible to vulnerable households and communities.
Expected Results
- Moldovan Residential Energy Efficiency Fund operational, managing residential energy efficiency funding effectively with its processes tested and improved;
- 180 vulnerable single-family homes renovated;
- 10 small apartment buildings refurbished;
- 20 pilot houses built/refurbished to NZEB & PH standards;
- 20 CNED staff trained; expertise strengthened in financing, procurement, and supervision;
- 6 digital tools institutionalised within CNED for fund management and policy;
- 12 EE/RE policy frameworks developed;
- 8 municipalities implemented 12 EE/RE measures and 4 municipalities updated strategic plans;
- 2 financial products for NZEB & PHs developed; 17 professionals certified in PH framework;
- Up to 32,000 vulnerable households received vouchers/replaced appliances under the EcoVoucher programme.
