
Capacity building and piloting of the Moldovan Residential Energy Efficiency Fund
Project Description
The “Energy Efficiency and Renewable Energies for Moldova” (E4M) project supports Moldova’s transition toward a sustainable and energy-efficient future by strengthening energy solutions at the national, municipal, and household levels.
E4M is commissioned by the German Government, co-financed by the European Union, Norway, and Denmark, and implemented by GIZ together with the Government of the Republic of Moldova.
At the national level, with financial support from the German Ministry for Economic Cooperation and Development (BMZ), the project assists the Ministry of Energy in shaping policies and strategies that drive Moldova’s green transition. This includes enhancing energy efficiency (EE) and expanding renewable energy (RE) to reduce reliance on imports and improve resilience.
At the household level, in partnership with the EU, Norway, and Denmark, E4M is supporting the National Center for Sustainable Energy (CNED) in the implementation of energy solutions that lower monthly costs and improve living conditions in residential homes and apartments. This includes financial and technical assistance for energy-efficient refurbishments and appliance upgrades.
At the local level, E4M, financed by the German Government, is empowering municipalities and frontrunners to leverage national support policies and promote sustainable energy solutions within their communities. A key initiative is the establishment of the Learning Energy Efficiency Network (LEEN), which facilitates knowledge exchange and capacity building to scale up EE measures across Moldova.

Specific Objective
The project aims to enhance Moldova’s energy security and climate resilience by strengthening the mandate of the Ministry of Energy to develop and implement effective energy efficiency and renewable energy policies, improving the capacities of the National Center for Sustainable Energy to manage programs and ensure efficient fund allocation, providing targeted support to Local Public Authorities to integrate national policies into local strategies and implement sustainable energy measures, and securing financial support to make energy-efficient refurbishments and upgrades accessible to vulnerable households and communities.
Expected Results
Multi Donor Action Component: Joint Funding by the German Government and EU:
• 2 Program proposals outside of the building sector are developed
• 12 Policy frameworks on EE/RE are developed
• 20 staff of CNED received tailored capacity development
• 6 digital instruments are developed and institutionalized within CNED
• 4 Municipalities updated strategic planning documents
• 8 municipalities have implemented 12 measures related to EE/RE
• The Moldovan Residential Energy Efficiency Fund Program (MREEF) is operational and effectively manages funding for residential energy efficiency projects.
• 180 vulnerable single-family households completed pilot renovations.
• Tested and improved MREEF processes.
• Training program for relevant technical experts developed and conducted.
• Communication campaign implemented.
• 2600 EcoVouchers distributed to vulnerable households.
Norway-funded Component:
• Vouchers and replaced appliances for up to 32,000 vulnerable households
• 10 pilot energy efficient refurbishments in small apartment buildings of Homeowners Associations
• Both activities equal around 1,680 tCO2e of greenhouse gas emissions saved per year.
• CNED’s expertise strengthened to carry out Financing Agreements, construction procurement and supervision according to international donor requirements and standards.
• PR campaigns to showcase the impact of international donor support to the public.
Denmark-funded component:
• 20 pilot houses constructed/refurbished in accordance with NZEB and PHs standards
• Legal framework adopted
• 2 financial products for NZEB and PHs developed
• 17 local professionals certified in the official PH framework as PH designers and trainers
• 150,000 people reached via social media campaigns and advertisement
• 500 participants involved in demonstration events and information seminars.
