Support for design, tendering, and construction of Balti Regional Hospital
Project Description
The present Action will cover the costs of developing the conceptual/preliminary designs and technical/detailed designs and associated technical documentation as well as a part of the construction costs for the Balti Regional Hospital (hereinafter referred to as the "Balti Regional Hospital Project" or the “Project”) - a state-of-the-art tertiary care hospital in the North, with a capacity of 340 hospital beds and 78 beds in the ambulatory services, on a built surface of 38 000 m2. In addition, to being an essential part of Moldova’s health sector reform plans (Government Action Plan for 2021-2022, the National Health Strategy 2022 – 2023), the Project and the Action are in line with the Action Plan on the Implementation of the Moldova-EU Association Agreement.
Furthermore, the Project has been included in Moldova’s Reform Agenda, specifically in the list of investments to be supported under the Reform and Growth Facility.

Specific Objective
The Action will contribute to the overall objective of the Project, which is for women and men, in all their diversity in the North region, to enjoy better health outcomes.
The specific objective/outcome of the Action is to enable the Ministry of Health to design and construct the Balti Regional
Hospital, by providing financial and technical support to the Ministry of Health for the technical assistance required to develop the preliminary/conceptual and technical/detailed design along with the associated technical documentation, as well as by co-financing a part of the construction costs.
By end-2032, the Bălți Regional Hospital is expected to deliver state-of-the-art medical services.
The construction of the Bălți Regional Hospital will allow for the decentralisation of tertiary healthcare services from the capital to the northern region, bringing care closer to beneficiaries and contributing to improved access to and quality of medical services.

Expected Results
The expected impact of the project is to improve the health status of women and men, in all their diversity, in the northern region of the Republic of Moldova. In the long term, this will be reflected in an increased life expectancy at birth, with a target value of 80.6 years by 2050 (77.9 years for men and 83.3 years for women).
By 2032, the Bălți Regional Hospital is expected to become operational, providing modern and high-quality healthcare services to the population of the northern region. The construction of the hospital will support the decentralisation of tertiary healthcare services, bringing essential care closer to people and ensuring faster and more equitable access.
