Support for Technical Assistance for Bălți Regional Hospital Project Preparation

Project Description
The present Action will cover the costs of developing the conceptual/preliminary and technical/detailed design and associated technical documentation for the construction of Bălți Regional Hospital - a state-of-the-art tertiary care hospital in the North of Moldova, with a capacity of 340 hospital beds and 78 beds in the ambulatory services, on a built surface of 38 000 m2.
In addition to being an essential part of Moldova’s health sector reform plans (Government Action Plan for 2021-2022, the National Health Strategy 2022 – 2023), the Project and the Action are in line with the Action Plan on the Implementation of the Moldova-EU Association Agreement.
Specific Objective
The main goal of the project is to ensure that residents of the northern region of the Republic of Moldova—women and men, in all their diversity—have access to improved healthcare services. By 2028, the Bălți Regional Hospital is expected to deliver state-of-the-art medical services.
The construction of the Bălți Regional Hospital will allow for the decentralisation of tertiary healthcare services from the capital to the northern region, bringing care closer to beneficiaries and contributing to improved access and quality of medical services.
The Ministry of Health will be supported in the construction and equipping of the hospital through financial and technical assistance for procuring services and developing the conceptual/preliminary and technical/detailed design for the facility.
Through this initiative, the project will move from the preparation to the implementation phase, as demonstrated by the launch of tenders for works and equipment and the actual start of construction activities.
Expected Results
The expected impact of the project is to improve the health status of women and men, in all their diversity, in the northern region of the Republic of Moldova. In the long term, this will be reflected in an increased life expectancy at birth, with a target value of 80.6 years by 2050 (77.9 years for men and 83.3 years for women).
By 2028, the Bălți Regional Hospital is expected to become operational, providing modern and high-quality healthcare services to the population of the northern region. The construction of the hospital will support the decentralisation of tertiary healthcare services, bringing essential care closer to people and ensuring faster and more equitable access. Through this Action, an estimated total investment of EUR 100 million is expected to be mobilised for the construction and equipping of the facility.
