Supporting Moldova’s public procurement reform in the EU accession context
Project Description
The overall aim of the project is to support the creation of a transparent, efficient, and EU-aligned public procurement system in the Republic of Moldova that contributes to good governance, strengthens institutional accountability, and accelerates the country’s EU accession process.
To achieve this, the project will address the critical policy and implementation gaps currently hindering procurement reform in Moldova. It will support the timely development of secondary legislation, operationalise key elements of the National Programme for the Development of the Public Procurement System, and enhance institutional capacities through targeted technical assistance. The project will also help improve Moldova’s e-procurement system (MTender), making it more functional, transparent, and user-friendly.
In addition, the project will create space for inclusive and evidence-based policy dialogue through structured consultations and multi-stakeholder platforms. It will also raise public awareness and improve citizen access to procurement-related information using user-friendly, accessible formats such as infographics, newsletters, and explanatory briefs.

Specific Objective
Overall objective: To contribute to a transparent, efficient and EU-aligned public procurement system in the Republic of Moldova that supports good governance, strengthens public accountability and advances the country’s EU accession process.
Specific objective I. To support the development of secondary legislation and the implementation of the National Programme for Development of Public Procurement System (hereinafter Programme on Public Procurement) and the Reform Agenda related to the Growth Plan of the Republic of Moldova for the years 2025-2027 - GD no. 260/2025 (hereinafter Growth Plan)
Specific objective II. To support and facilitate inclusive and evidence-based policy dialogue on public procurement reforms.
Specific objective III. To raise public awareness and improve citizens access to information on public procurement reform in the context of Moldova’s accession to the EU.
Specific objective I. Expected Results
Result 1: Strengthened legal and institutional framework for public procurement
- 4 analytical and regulatory documents (notes, papers, guidelines) developed and officially validated in collaboration with the Ministry of Finance and the Public Procurement Agency. These documents will provide concrete and actionable recommendations to support the implementation of the Programme on Public Procurement as well as the Growth Plan, particularly in the areas of professionalisation, certification, public procurement planning, and joint public procurement mechanisms.
- 1 policy proposal for the certification and training programme for procurement professionals is developed in collaboration with the Ministry of Finance, aligned with the objectives of the Programme on Public Procurement. In addition, targeted technical assistance is provided to the Ministry of Finance (MF), the Public Procurement Agency (PPA), and the Center for Information Technologies in Finance (CTIF) to support the operationalisation of the certification system and the design of a comprehensive, modular training programme for public procurement officials, contributing to a more competent and accountable procurement workforce.
- 1 note with recommendations aimed at improving the technical functionalities and architecture of the newly implemented e-procurement system, aligning it with Moldova’s evolving public procurement needs and EU requirements. The digitalisation of the entire public procurement process is a key element for the public procurement reform, allowing for enhanced transparency, reduced inefficiency and corruption risks, and better alignment with European public procurement standards.
Result 2: Enhanced policy dialogue and multi-stakeholder participation in the reform process
- 4 roundtables of the Coalition for Public Procurement Monitoring members organised, aimed at ensuring extended experts and civil society input into technical analyses.
- 4 multi-stakeholder meetings of the National Platform for Public Procurement (NPPP) facilitated, aimed at ensuring the public policy in procurement and reform priorities are discussed and developed with all the main actors using a participatory and strategic approach.
- Targeted consultations held with government actors to ensure that draft proposals are institutionally feasible and legally sound.
- 1 assessment of the progress of three public procurement reforms within the Growth Plan Reform Agenda, centralisation, professionalisation, the e-procurement system, and recommendations for future actions.
Result 3: Improved public access to public procurement-related information and reforms
- 4 explanatory briefs published, presenting complex legal changes in accessible language for non-specialist audiences (e.g., SMEs, CSOs, media).
- 4 infographics created and disseminated to debunk the most common myths about public procurement while promoting EU integration and EU-aligned practices.
- 4 editions (RO/ENG/RU) of the “Achizițiile publice în vizor”/ “Public Procurement under the spotlight” newsletter produced and distributed.
- Public procurement transparency portal (PulsAchizitii.md) and social media channels regularly updated with at least 10 public communication products, including press releases, visual content, and reform updates.
