Reform Support Teams, Technical Assistance to the Government of Moldova in advancing EU approximation Agenda

05/11/2026

The Moldova Reform Support Team (RST) Programme is funded by the European Union and implemented by the European Bank for Reconstruction and Development (EBRD) in cooperation with the Government of the Republic of Moldova. The Programme aims to strengthen the administrative capacity of key public institutions to design, coordinate and implement priority reforms that support Moldova’s EU accession process and sustainable economic development.

Through the deployment of highly qualified national experts embedded within government institutions, the Programme provides targeted technical assistance in areas such as legislative approximation with the EU acquis, policy development, institutional reform and strategic planning. The experts support beneficiary institutions in implementing priority reforms across key sectors, including energy, transport, agriculture, infrastructure, trade and investment.

By strengthening institutional capacity and improving the quality and coordination of reforms, the RST Programme contributes to the effective implementation of Moldova’s Reform Agenda and the country’s successful integration into the European Union.
