New legal measures to support electricity market coupling projects in Energy Community

On 14 July, a virtual meeting was held to discuss the new concept proposed by the Energy Community Secretariat for a staged implementation of EU Regulation 2015/1222 (CACM Regulation). The regulation addresses electricity capacity allocation and congestion management in the Energy Community. The meeting was attended by electricity market participants from the EU and the Community’s Contracting Parties.

The new concept should close a gap in the existing legal framework between the Contracting Parties and EU Member States that does not provide a basis for legally binding market coupling arrangements. The framework is expected to go live in 2021 and the Secretariat’s proposal aims at providing a bridging solution until the Treaty reform measures come into force.

The key pillars of the presented concept are the implementation of the CACM Regulation in the Contracting Parties, which should give the minimum legal certainty needed for establishing market coupling projects between Contracting Parties, and the EU Single Day-Ahead Coupling (SDAC) in the form of contractual arrangements.
