Moldovan Railways Restructuring Project

Project Description
With European Union support, Calea Ferata din Moldova (CFM, the national railway operator) will improve its railway infrastructure and will upgrade its rolling stock, allowing the CFM to increase the efficiency and safety of services and to improve the overall performance of rail operations.


Specific Objective
- Acquisition of new locomotives to offer a higher level of service quality, safety and energy efficiency benefits.
- Priority investments in rail infrastructure and related design and supervision services.
- Providing support to institutional reform to improve transparency and accountability, as well as financial sustainability.
- Providing support for the initial planning and implementation stages of a phased retrenchment programme.
- Providing sustainability support by improving environmental and health and safety aspects, and applying energy efficient technologies and standards and encouraging lower emission modes to reduce energy consumption.
Expected Results
- Acquisition of 12 new freight diesel locomotives and upgrade of Basarabeasca depot facilities to offer a higher level of service quality, safety and energy efficiency benefits.
- Provision of financial support to the initial planning and implementation stages of a phased retrenchment program, to be initially based on voluntary redundancy and natural attrition, and may include the redundancy payments, staff re-training costs retrenchment program implementation support, as may be required.
- Introduction of an Energy Management Information System (EMIS) to offer a higher level of service quality, safety and energy efficiency benefits.
- A feasibility study to identify the priority investments in the rail infrastructure.
- Design and Rail Infrastructure Rehabilitation.
- Related Supervision of Works services.
