EU provides €11.5 million for Ukrainian public administration during COVID-19 crisis

On 7 July, the EU transferred a direct payment of over 11.5 million to the state budget of Ukraine. The funds are aimed to support the further development of public administration in Ukraine, notably to boost its performance and resilience during the COVID-19 crisis.

“The public administration reform is one of the key reforms carried out by Ukraine, and the EU continues to support these efforts by sharing knowledge, best practices and providing substantial financial support,” said Ambassador Matti Maasikas, head of the EU Delegation to Ukraine.

“Now more than ever, it is important to ensure respect for the core principles of public governance, accountability and transparency in order to nurture the confidence of citizens and business in state institutions and thus help faster recovery from the severe health and economic crises.”

To get the budget support funds from the EU, Ukraine needed to make progress in its public administration reform, in particular improve and further digitalise the inter-connectivity of state registries and public services (such as e-health and civil status registry), and continue the renewal of personnel and human resource management in government institutions.

In total, for the period 2016–2021, the EU has assigned 90 million to support public administration reform in Ukraine.
